“扬缓”是延安市宝塔区桥沟镇中心小学的一名女教师，这两天她“摊上大事了”。该校叶校长认为她在学校微信群里说了一句“今天下午开会让狗咬了一下”是指桑骂槐，骂了自己，于次日召开全体教师行政会议，通过无记名投票将“扬缓”停职停薪一周。（12月3日《华商报》）

　　到底是真的被狗咬了，还是老师在指桑骂槐我们无从得知，但是即便“扬缓”确实是指桑骂槐了，也不过是针对校长本人发泄不满，属于彼此间的个人结怨。校长因此动用公权力，去对“扬缓”停职停薪，就是赤裸裸的公报私愤。或许有人会说，公报私愤定义不准，这一事件的背景是老师违犯会议纪律。笔者要说的是，如果是“公对公”应该拿违犯纪律说事，为何转向“指桑骂槐”？

　　更让人不能接受的是，在我国的法律里面，别说是指桑骂槐，就算当面骂了人，也没有哪项条款规定，可以对当事人停职停薪。相信上位法没有的，学校的规章制度里更不会有。这样问题就来了，该校长到底是以什么为依据，做出这一处罚决定的呢，显然属于是乱作为。

　　说到乱作为，有两个细节还不得不提。一是该校长发起的无记名投票，明明是针对“扬缓”对指桑骂槐解释是否合理的“问卷”，可当全体老师的投票结果出来，却变成了对其停职停薪的赞成票。不仅如此，像这么严肃的处理，起码还需本校领导班子研究决定，并形成红头文件，甚至要上报上级机关，岂能一纸会议记录就全权代替？二是从该校长的回应看，更是充满着权力任性：“自己有权作出“停职停薪”决定，既然当校长，就有权处理学校的人、财、物。”按他的逻辑推理，在涉校问题的决定上，不就成了只要“集中”不要“民主”，完全就是“一言堂”，哪还有组织原则可言？
